- Child Abuse Prevention Policies:
Youth service organizations must develop and implement written policies to prevent and report child abuse and neglect.
- Mandated Reporter Training:
All administrators, employees, and regular volunteers (18 years or older with regular contact with children) must complete mandated reporter training, which covers child abuse identification and reporting.

Organizations must conduct background checks on all administrators, employees, and regular volunteers to identify and exclude individuals with a history of child abuse.

Live Scan Fingerprinting:
A specific type of background check, called a Live Scan, is required, which involves fingerprinting and running the prints against the State of California's criminal database.

Two-Mandated Reporter Rule:
Organizations must have at least two mandated reporters present whenever adults are in contact with or supervising children.
- "Regular Volunteer" Definition:
A regular volunteer is someone 18 years or older who has direct contact with or supervision of children for more than 16 hours a month or 32 hours a year.
